PGMs vs Russian and Chinese Air defense

There is not doubt US Stealth technology give clear advantages against IADs from Russia and China. However what about those PGMs fired for SEAD, interdiction and strategic attacks? How capable are weapons like ALCM, Tomahawk, JAASM, JSOW, HARMs, and SDB against SAMs and their defense system?
What gives US strike packages such advantages is range a cruise missile like ALCM/Tomahawk have ranges over 2000 km and JSOW and JAASM have ranges over 500 km. The S-400 has a limited range of 400 km and probably less against a manuvering fighter. The F-35 can use both the JSOW and JAASM so stealth is added to this equation as well.
However the S-400, S-300, and HQ-9 have ways of defending itself from strategic attack. Shorter range missiles on the S-400 are capable of defeating cruise missiles as well as the BuK, TOR, Pantsir-S1, and the Tunguska. The Chinese also have the HQ-16, and other close defense weapons against cruise missiles and glide bombs. Also, the an AMRAAM like missile such as PL-15 fired from the air can probably take out cruise missiles as well.
How capable are these weapons? They must have to cover a whole wall of defenses to completely defend SAMs, their radars, ground forces, and strategic equipment. I assume the JSOW and JAASM are them most effective since they stealthy of the weapons. Can MALD also be used as decoys to fly alongside PGMs to waste shots?(which I assume is not effective against optical sensors).

Nice to see how you forget of the Kalibr missile of 2500km range !!!! This can be compeared to tomahawk . USA army are now at the same Russia level about missile.

the last S-500 under official test by russian army in this first part of 2016 an the deployed S-400 plus the long range Kalibr missiles, plus the Yars missiles, and the new Sarmat under testing are setting the air attack and air defense missile based of russian army very advanced. They are closing the Gap with Nato.
About the Radar sector and air force sector (PAK-FA) they have still a good program but not completed, infact the new early waring satellites network

What you think about the possibility that China in the future will take all this know-how for produce this in "Chinese quantity" ?
