I'm confused about the c-130 aircraft radome.
Which specialist is reponsible about radome? I mean if any discrepancy happened, WHO should be responsible radome.
The avionic specialist or the mechanic?

Well, it is not a peace of electronics, so mechanics, or more specifically air frame mechanics.

In the USAF the radome itself (the fiberglass portion and paint) is the responsibility of Aircraft Structural Maintenance. They can do the required repairs and then paint it. Depending on the level of damage and location of damage, it may be beyond their capability of repair or require electrical testing in which case it would be removed and sent to depot for repair and testing.

Normally Radomes are removed & replaced by Structural Mechanics or APG's . Physical repairs are called out in the Structural repair Manual , usually performed by a radome/ fibreglass specialist. The SRM ( -3 ) sets up repair criteria and limits. If the damage exceede "-3" repair limits due to extent or location "in the window" the radome must be sent to an overhaul facility ( Warner Robins ).

can you give me answer asap
I was a avionics guy and we always went to the crew chief. If the radome was damage we did not touch it until after crew chief had inspected it. After we fixed what we needed to we turned it over to the crew chiefs. Some times they waited till the radar work was done, other times the removed the dome. Depend on the issue.
If you found something wrong we always got a crew chief involved ASAP. Try to remember to always CYA. That was why we always did a pre maintenance inspection. To stop the issue you appear to be having: "They did it"

In USAF, Sheet Metal/Structural Maintenance depending on the damage to the nose radome will repair it while still on the acft. If the damage precludes it from being repaired while still installed on the acft, then it will be removed and sent to the Sheet Metal/Structural Maintenance shop for the required repairs. Sheet Metal/Structural Maintenance does not remove the nose radome. The task of removing the nose radome falls on APG/Crew Chief. Once removed it is sent to the Sheet Metal/Structural Maintenance shop for repairs and then APG/Crew Chief will reinstall it on the acft. In some instances (typically while deployed) Sheet Metal/Structural Maintenance have been known to assist APG/Crew Chiefs with nose radome removal/installation but the same can be said regarding other APG/Crew Chief tasks, servicing, reconfiguring acft etc.
