It's a bit difficult to get it from the early part of the video. But about midway through it shows that one blade tip performs an oblong path as it rotates and the opposite blade tip forms a linear motion back and forth. I wonder if you couldn't apply this type of motion to jet turbines.

This sounds like something the US Navy might be interested in testing out.
