Can newer more powerful AESA radars and missile seekers see through chaff. I know since now AESA can see and differentiate the speed of chaff vs aircraft, they can choose the faster target, however if the enemy aircraft decides not to run 90 degrees, but instead go a complete 180 degrees and tail chase the missile and pops chaff, can the missile and radar see through the chaff cloud?

You don't have to see "through" a chaff cloud, you just need to recognize that's what it is and ignore it.

No, and not necessary because chaff are not there for long and most modern seeker can distinguished chaff from target
