Is this really unusual

Popular Mechanics has an article about about an SU34 being towed down the highway. It had suffered damage and was being sent for repairs. They thought that a US aircraft would have been loaded on some type of transport. Just wondering if it's 1) not that unusual, 2)a typical Russian thing, 3)probably due to the fact that it was going to be rebuilt, or 4)actually a wierd thing to do .
